Meetings with Foreign Government Representatives
New York State has issued a Statewide Policy on Meetings with Foreign Government Representatives, effective September 2, 2025. In accordance with this policy, Buffalo State must disclose for review and approval any planned meetings between Buffalo State employees and foreign government representatives that are not related to routine university business. Please note that employees of foreign public universities are considered foreign government representatives under this policy.
Additionally, the policy requires all meetings or engagements—whether routine or not—that involve foreign government officials or political representatives from countries designated as a “foreign country of concern” under federal regulations to be disclosed for review and approval. These countries currently include China, Iran, North Korea, and Russia.
