In order to facilitate a better understanding of when campus users should use the Special Request Form in Bengal Buy, the following clarification is being issued to assist in making the determination.

Use of the Special Request Form is for very specific and limited types of orders and payments. Bengal Buy does not convert the Special Request Form into an external Purchase Order. Because of this, and in order to be compliant with OSC regulations, campus users should take note of the following:

The form is allowable only for the following types of purchases, with an invoice in hand, and when the total is less than $10,000:

• Arbitration fees
• Certifications and accreditations
• Program accreditation
• Professional certifications
• Emergencies (health and safety)
• Memberships or associations
• NYS construction advertising
• Registrations for conferences
• Subscriptions for periodicals (e.g., the Buffalo News)
• Utilities
