April's ADA Standard Change: PDF Review and Compliance

Effective April 24, 2026, Buffalo State official websites must be compliant with Section 508, sub-part B, 1194.22 and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. Accessible PDFs are a critical part of the new digital accessibility requirements. 

If you have PDFs on your site that have not been reviewed recently, it is likely they are not compliant with the new standard. Site owners are urged to request a Siteimprove accessibility report on their PDFs by filing a ticket. For remediation help, digital accessibility working sessions are being hosted by Student Accessibility Services where documents may be worked on. Register online for a session.

Overall, it is preferred that web pages or, for forms, existing data capture tools (MS Forms, Qualtrics, campus CRM systems, etc.) be used in place of PDFs in order to ensure ADA compliance. Alternatively, you may find you no longer need some posted PDFs. It is important to remember that ADA non-compliance may result in action being taken against the university, so non-compliant PDFs may be removed from sites.
